In 1975 there was a Creem article “UFOs, Hitler and David Bowie”
At a party David Bowie spoke about Hitler introducing the idea that Hitler was a figurehead according to the article to make a point about how “humans are all manipulated.” Think about a front man of a band as such a roll and the audience as followers and the quote makes sense. 
“He was a marvelous moral booster. I mean he was a perfect figurehead. And I’m sure that he was just part of it, that he was used…He was a nut and everybody knew he was a nut.” Bowie never denies the evils of the man Adolf Hitler but simply says that, as is often the case in a political machine, while Hitler is the face the ideas are often created by a group. He goes on to say “It looks like Hitler but the actual effect was produced by a number of people all working their own strategies of where it was going to go.”
The quote accompanying the photo does not come from that article but rather a Playboy interview X. “Adolf Hitler was one of the first rock stars. Think about it. Look at some of his films and see how he moved. I think he was quite as good as Mick Jagger. It’s astounding. And, boy, when he hit that stage, he worked an audience. Good God! He was no politician. He was a media artist himself. He used politics and theatrics and created this thing that governed and controlled the show for those 12 years.”
This is not meant to condone any of the acts of Hitler or the Nazi party it is more about someone using their imagine to solicit ideas and control the crowd.
